Gimp isn't bad. Not that I've done much of this sort of thing for ages.
have a look at the Related Quetions below this one
Gimp does everything that the 'full' (i.e. mega-expensive) versions of Photoshop can. However that also means that, just like those full versions of Photoshop, Gimp has a massive learning curve.

Serif Photoplus Special Edition is much more user-friendly, so (depending upon your needs) that might be a better option for you.

Links, together with other alternatives worth considering, can be found in my far more detailed post here:

As OG and Buenchico have said, Gimp is very good but has a steep learning curve. Have you tried Picasa ? Not only does it store your photos it also has some editing capabilities - not as advanced as the "Big" ones, but I've used it lots of times for basic editing and adding special effects. Might be worth a look.

yes someone else has recommended gimp and I have downloaded it. I am having a particular problem with red eye. it does remove red eye, but leaves behind, where the red was, a white spot which makes it look as though the eyes are hollow, which is almost as bad, if not worse than the red. I hoped there might be a facility to effectively paint or draw in the missing eye colour, but cannot work it out. it is quite complicated and it might take me some time and effort to work it out!!!
Gimp shouldn't leave a white area:

Irfanview (see link from my detailed post, referred to above) removes red eye rather crudely but generally very effectively. (It's always the first tool that I reach for to do the job). You simply use your mouse to draw a rectangle around the red area (taking care not to go further out then necessary) and then go to Image > Red-eye Reduction (or, simpler, press Shift and Y together).

Serif PhotoPlus is also good at removing red-eye:
