Cannot Send Outlook Express Email.

I wish to send an Email along with an attachment via Outlook Express, but it keeps sending the following message:

This is an automatically generated Delivery Status Notification.

Delivery to the following recipients failed.

Yet I can send the exact same Email along with it's attachment to someone else with no problem.

When I attach the file to the blank email I get this message:

I cannot find my E-Mail security settings.

are you sure the recipient you are sending to, that you have the correct email address for them?

if the address is right, it could be a problem at their end
