Resuming Downloads in Internet Explorer

I only have a 56k connection and if I'm downloading (stopping and starting) a big file using internet explorer I find that even though it will automatically pick up where it left off if i cancel it sometimes, I can't really rely on it to. Is there any way to ensure that the download will resume if i cancel it or get disconnected? Alternatively, is there any way of finding out the exact url of the file you're downloading so I can use a program like download acclerator? (The particular thing i'm thinking of is when you get a file launched by a php script. It says 'downloading *.zip from www.blah.com' but it doesn't give all the subfolders it may be in and often the file names are too long to fit it the box and it just puts in ...)
