When I boot up my computer (on Windows XP), I get a screen that says it did not shut down properly and gives me the option of starting in various modes. However it does not allow me to select safe mode and starts normally. After a few seconds it reboots and goes through the same cycle. Any ideas?

EasyPeasy! don't just switch off when you want to close your PC, take a few seconds to close down each of the screens you've got open (click the 'X' in the top right corner of each screen). If you don't know what you've got open, the info bar at the foot of the screen will tell you.If you shut down this way, you won't start up the way you describe.
Indeed the proper procedure to shut down your PC is either using the mouse to click on start then select turn off computer at the bottom left and then turn off from the option screen that pops up in the middle...or press window key then U and U again for the same thing but quicker.
If you are closing down correctly and it's still coming up with this message then we have a bigger problem.....you should try searching through the microsoft database for more info on this.
Lastly to enter safe mode (if that's what you want to do) then simply press F8 while rebooting and you should get the dos type option screen that will let you boot into safe mode.
