On the keyboard hold down the Ctrl key AND the Alt key AND the Delete key (in that order).

When you do that your desktop goes away and a window called Windows Security comes up.

One of the buttons on there is for Task manager.

Select it and the Task Manager appears.
Or right click an empty part of the bottom task bar and click 'task manager'

Sorry, maybe I should have been more specific - when I press Ctrl, Alt + Del I get a message saying "Windows Task Manager has been disabled by an administrator".
I am the only user on the computer so I am the administrator and I wouldn't know how to disable it.
I had this - it would appear not to be uncommon.

have a look here for possible solution
