Microsoft Silverlight

I've never come across a site that used it (that's not to say there aren't any, of course)

Silverlight is Microsoft's attempt to offer the same function as Flash. It is new technology so not many sites use it yet.

I think Microsoft are trying to get it used on all of their sites.

It only takes a few seconds to download so no harm in doing it.

Or just wait till you go to a site that uses it and prompts you to install it.

If you download it you wont notice anything exciting happening on your computer until you go to a web site that uses it.
