(It's sometimes necessary to right-click on the toolbar first, and select 'unlock toolbar'). It can be a bit tricky to get this to work; it often takes several attempts.
If a toolbar seems to completely disappear from the bottom of your screen, it's probably still there but with its height set to zero. Place the cursor at the very foot of your screen. It should change to a double-headed arrow (indicating that it's resting on the top of the toolbar). Click and drag to pull the top of the toolbar back to its normal position.
