It's like the SS.Enterprise. There's Klingons on the starboard bow, and the Captain (ED) has ordered that the shields are up at all costs to stop them infiltratring the ship. This is taking all the power from other parts of the ship, so some departments have reduced power.
Once the Captain has made sure all the nasty Klingons have gone, then normal service will be resumed.
