Where can I download free software that is able to zoom in and view details in a photo clearly

I have a photograph of a car that I have tried to zoom in and read the number plate on but when I zoom in I cannot read the number plate is there a free software on the internet that I can download the will enable me to read it clearly.

You've been watching too much CSI.

You can't get a bit of software that will magically add detail to a picture when you zoom in, if it's not readable in one bit of software it's not going to be readable in any software.

Trim the picture to just show the number plate. Maybe change it to black and white and sharpen.
