Windows Appearing When I Shut Down PC

I have two questions/requests for solutions please.

1) When I shut down the PC, "Connecting to WAN Mini Port" keeps appearing. Why and how do I stop it?
.
2) When I try to close Internet Explorer, a box comes up saying "IE has stopped working", then, "Windows is trying to find a solution".

Why are these things happening and how can I stop them? Thanks
