paypal/e-bay

I sold an item on e-bay, the buyer was not satisfied, so i gave a full refund through paypal, the item was sent back to me and i put it back on to e-bay and sold it at a cheaper price, since then paypal have held back payments on my daily sales for 21 days because i gave a refund, what i would like to know is are they going to hold my payments from now on, i have tried to get an answer on the paypal site but it has not helped.
