Hotmail Locked

I've got mixed up with my passwords after changing my phone & laptop and as a consequence I've managed to lock myself out of my ONLY e-mail account. I've followed the account retrieval method using my phone text feature and changed the password three times now, but everytime I try to log in using my new (re-set) passwords I get a message saying "too many attempts have been made to access this account" & it won't let me in, it just sends me back to square one to repeat the process. Is there a phone number (UK) I can use to try to resolve this problem with a real human being???
