Anyone familiar with Paint.net? I have a picture which looks as if it's been tilted backwards. In other words, it's too big at the bottom and I wish to tilt it forward in order to get its perspective correct

You need the Perspective plugin:

Excuse my dumb ignorance, Buenchico, but I can't find the download button. Is it on the same page as the link you provided? What you found is exactly what I want, though

That page has a link to the download page but, to save you having to look for it, this will get you there directly:

Then look for the word 'Download'. There are 4 icons to the right of it. The second one along appears to be what you need in order to follow the instructions about a zip file from my original link.

Is it one of the plug-ins listed here (headlined in green)? If so, which one? None of them are called "the Perspective Plug-in"

I've downloaded (if that's the correct term) that file(?) by clicking on the icon which looks like a chest of drawers locked in a clamp. Is this correct? How do I get to start using the app?

The instructions are in my first link.

i.e. right-click on the file and select 'Extract All'. You need to extract the files to Paint.net's Effects folder. (You should be able to locate that by browsing. If you can't find it straight away, extract the files to somewhere convenient, such as your desktop. Then click Start and search for 'effects'. Look above the search box to see the folder you're looking for and double-click to open it. You can then drag the file(s) from your desktop into the folder).

I use paint.net a lot.

Have a look in the Layers menu at the option Rotate/Zoom you may be able to use that to get the same effect.

Whenever I take a photo where the verticals are not vertical I use Rotate/Zoom to straighten it up but that option may also work with altering the perspective.
