Her indoors bought herself a Mobile phone charger

It's like an ordinary 3 pin plug , ( used on electric appliances )with an opening where you insert one end of a removable USB cable and the other end to your phone .

I noticed earlier that there is a blue light inside the opening of the plug, ( where the USB cable plugs in) when it's connected to the mains .

Should we stop using it ?

Can't think of a reason why you should.
Do you not like blue ?
just letting you know it,s plugged in. "Wall worts" consume power even when they are not charging anything, so unplugging them saves you a little bit of money.

OG - Blue is so last year

What i'm asking ( as i suspect you know )is whether or not its a normal feature of such a charger.
We have not used this type of charger before

No expert but I suspect that they all differ. Just a decorative LED maybe ? Maybe it's claiming to be USB 3.0 ;-)
I haven't got a light on mine at all, but the one in the car shows a blue light when I plug the phone in. Always check that it comes on so I know it's working.
I have a very similar plug and the blue light indicates surge protection is active, taking the spikes and protecting your phone or tablet from damage. A good sensible choice from her indoors!
