At last they're charging offending dog owners instead of blaming the dogs.  Sadly the latter may still be euthanised.

The owner should be fined and permanently banned from keeping dogs IMHO.

I don't see anything different in this report. It is common for owners to be prosecuted for having dogs 'dangerously out of control'.

It says that the police think that they were mastiff-type dogs.

Mastiffs are huge animals but not normally aggressive.  It sounds like the owner was wholly to blame.

If the dogs were willing to attack like that then it isn't reasonable to take the risk that they won't again.
