Getting out of safe mode

I have asked a question relating to this one, but now I need to be more specific.
My computer is in safe mode. The window says cmd.exe in the top blue section. I cannot get out of safe mode.
I have looked on the internet using my laptop for advice, but there is so little on this and there is nothing in my books (they only deal with normal mode problems).
Where the screen displays C:\Documents and Settings\Owner> I have tried typing in "SCANREG/RESTORE" or "SYSTEM/RESTORE" or "RESTART" or "MSCONFIG" and in every single case, I get the message that "whatever" is not recognised as an internal or external command, operable program or batch file.
The only word which got a proper response was "MODE" which gave me the status for device, but that won't get me back into normal mode. How do I get into NORMAL mode?

For more on marking an answer as the "Best Answer", please visit our FAQ.OK explorer-8 you seem to be at what is know as a 'command c prompt' to get out of it and close down the command processor just type in EXIT and hit return.
From what you have said this should return you to windows running in safe mode. Now you could try to START RUN and type in SCANREG/ whatever here. To get out of Safe mode, simply restart your computer.

Unfortunately, it didn't work. I typed in "EXIT" and hit the return button. The C prompt just disappeared and I will have to unplug my computer from the mains for the umpteenth time to turn it off again.
Does anyone know how to reinstall Windows XP? Does it require a floppy disc as well as the XP disc? Is the floppy disc expensive?
If it is expensive, I might be better off buying a new computer, but I wouldn't know what to do with my old one.
