All greyed out and nowhere to go

Hi all, I'm using Internet Explorer 6 on win98. In the "security" tab setting, the "Custom level" and "Default Level" buttons are greyed out and need to get into them to check the Java settings. Anyone know how I can un-grey these buttons?
