I'll assume you mean domestic.
I don't know exact figures, but.
1994 is before ADSL was intuduced in the UK so it would be fairly safe to assume that the majority of people using the internet in a domestic environment back then would have been on a 56kbs dial up connection. There may have been a few domestic users who had ISDN so would have had either 64kbs or 128kbs connection, but these would have been few and far between.
so the average for domestic around 1994 would have been close to 56kbs.
