Im 16, and because i have an old windows 98 computer which has no decent programs, and have programs like notepad and wordpad. Could i set up on notepad or wordpad, i know u have to use html code stuff, is it easy to setup on, or is there any good sites where i can set up on or any programs on windows 98 because i have no frontpage programs or anything like that, so do u know any sites where i  can set up free, or download frontpage for free legally, or windows programs? Thanks a lot.

Try NVU - http://www.nvu.com/ - it's a really good open-source WYSIWYG editor, like Dreamweaver or FrontPage.

 

If you know HTML, though, you can just use Notepad...
