I use Ashampoo, it rips CDs and burns both CDs and DVDs amongst other functions.
(I use other software to 'back up' DVDs)

For just making a CD from practically ANY input format ... and for Windows up to 7 (not Windows 7) Burrrn is probably the easiest, least unobtrusive and best.

You don't need anything extra to burn a MP3 cd, just right click on the MP3 files and select send to > CD drive.

You are asking about making a Data disc storing individual mp3's in maybe folders. That can be done.
A music (audio) CD will take the files and convert them during the burning process to wav (called CDA by Windows) and the disc made to operate as a standard audio cd.
You need another burning software and burn as Data and place the mp3's into that.
You can also make a 'Multi-Session' disc which can be constantly be added to until full. This is playable in the process.
