photoshop filters... have gone 'strange'

i was creating an album cover and i was testing out some of the filter effects ... i found one i wanted, so i went back and did some other photos too but when i tried to add the effect...and its completely different!

its the neon glow one, but also lots of the sketch ones just show up as a completely white space!

any ideas why this has happened?

it went ok after about 3 hours, but has gone weird again.

how can i stop this? what am i doing to make it show differently...

adjusting the slide settings doesnt help
