A wee bit more detail wouldn't go amiss!!
What did you fail on?

Navigate to the site.
Click on the "browse" button and find the file that you want to upload from your PC.
Click on "Host Picture" and you'll then be told of the url of the picture:
http://tinypic.com/70dzlc.jpg

The site has a fundamental flaw! When you've done your uploading, you need to scroll down and find a text bar with the new URL in it.
