The would-be thief should have been the one trying to make a quick escape, not his intended victim. Was this set up, and if so why?

Aside from the amazingly central positioning of the action on camera. the way the woman kicks the man to the groin and the way he reacts is exactly how stage fighting set pieces are taught, especially the crucial part of the man's back being to the audience. The kick is taken in the side of the thigh followed by the dramatic fall to the knees etc.
I think in a real fight the man would have seen the kick coming and either backed away or run off, plus in a real fight I think he would have hot harder and really hurt the woman.
If it's intended to be an ad for women's safety it gives out lots of unsafe messages - eg hang around places where you might get attacked, display your valuables, and attempt to tackle an assailant who is larger than you and may be very violent.
