Shutting Down Problem

Lately my pc will not shut down or restart it just gets stuck on 'Windows is saving your settings' and stays like it.  I have tried control alt delete and processes and making sure nothing is running, have run all virus checks, Ad Aware to make sure there is no Spyware, regularly Window Wash to clear everything so I am baffled.   I have to do a cold shutdown everytime and I am sure it can't be good for it.  I have nothing new on there that I have downloaded and rarely download anything.    Any ideas ???? Thanks for your help.

Try using system restore.
