The cookies are still there and everyone is now annoyed and inconvenienced by being told about them. A classic case of good intent achieving nothing because those making the decisions had no idea.

An absolutely ridiculous idea, basically installing a popup or prominent message on almost every website you ever visit, making you give consent for how that website uses cookies. A complete waste of time and resources. In practice you will do one of two things:
1) reject all cookies, which could deny you access to the website or make it stop working properly OR
2) accept all cookies, which means that nothing has changed except that your browsing experience is ruined by these stupid messages
Most people go for option 2. Option 1 makes for a very frustrating internet.
