How do you send an e-mail to Holland, when the address has 2 dots over the y, and the isp refuses to send it like that?

I think you should find that internet protocols don't accept or respond to "non standard" characters - it would make life dificult and annoy the Americans! y should work fine in this instance assuming that the address hasn't got corrupted when displayed.
Just type a normal y instead of the �.
