That defence is sadly used on many occasions where offence has been taken at something.
The originator of the offence is quick to advise that - because he or she did not mean offence, there is none there, which of course, is not only nonsense, it is an arrogant position to take.
If it were so that no harm was done because none was meant, then there would be a 99% reduction in road deaths instantly, because no-one intends to run over a stranger on purpose. Sadly though, because no harm is meant does not automatically mean that none occurs.

It implies a simple lack of empathy and care about upsetting other people because you feel you have a right to say what you want where you want to whom you want.
