Guessing but would have thought so. It's spending that is curtailed.
I'm guessing that you buy your credit in monthly 'bundles' (which give you so many minutes, texts and Gigabytes but which expire at the end of each month), rather than what I'll call 'ordinary' credit (where you pay a sum of your choosing now and then and the cost of your calls, text and data or deducted from your account balance).

'Bundles' DON'T include overseas calls or texts. In order to be able to make them you'll need some 'ordinary' credit on your phone, IN ADDITION TO your 'bundle' credit.

It's a case of 'been there, done that' for me with this one. I first encountered the problem when an Italian friend sent me a text and I found that I couldn't reply to it. A quick phone call to my service provider, with my debit card to hand to buy some 'ordinary' credit, quickly fixed the problem.
PS: Irrespective of whether or not you've got any credit to call abroad, you can still receive calls from abroad without charge.
