If the article or piece that you are commenting on is generated or originates from MSN them self then you are recognised because you have a Microsoft profile. MSN is part of the Microsoft family of businesses. However if MSN feature an article on their site from an organisation that is not part of the Microsoft stable and they use a comments option, you are not necessarily "known" to them so cannot use the feature. There are a number of organisations that provide this "comments feature" for news and views sites just one of which being Disqus. If you want to do more than give a like or dislike to other peoples comments, then you have to register with the organisation that is providing the service. Rather like having to register with wordpress/gravatar to have Avatar images with this site. Disqus are pretty good and I am registered on there as Togo. They can be pretty random, mind, with blocking comments that do not conform to an ever changing, but never expressed, "fashion".
