Firstly can you confirm you are using your tablet on WiFi through your own hub (i.e. no sim card in it using 4/5G)?
Secondly the PC. What is it and what operating system are you using (Windows/Mac/Linux)?
From there maybe we can help. But having said that a 10 year old PC is really end of life.
I find it odd someone would say they can fix laptops and not Desktops. They work the same the only difference is it is easier to get inside a desktop!

OK, if you cant get into the PC then that is the problem, nothing to do with the internet.
It's not definite as difficult to diagnose from the info I have but it seems that the OS is not able to start. This can be a number of things ranging from the BIOS, hard disk or processor failure. Quite often its simply a disk segment failure but then if it fails in the OS code you may need to load repair disks. Did you create a start-up USB or disk to try?
To be honest getting a ten year old computer repaired (if you cannot do it yourself) is throwing good money after bad. You would be better off buying a new one.

It appears to tuen on Barry ut wont boot up.
Simply put, the bios starts up a temp OS that will look at the tables you setup to start the main OS. It seems to be here that it fails.
I have seen this a fair few times over the years and as I alluded to above it can be numerous things. Either way it is not economically viable to repair a 10 year old computer (unless you can do it yourself and have a room full of spares like I do).
