Removing files does not remove registry entries, and this information is not sufficient to uninstall. Windows and/or installation programs log install information and uses this to remove files and registry entries loaded with the install. However, windows and many installers are not very efficient, and often leave files and/or registry entries that, over time and many install/uninstalls can cause poor performance and even serious crashes. A good registry cleaner, run once a week or so is a good idea.
