You can always go into run and type msconfig and ensure Norton is unchecked to startup but the only way to really remove norton and all its residue is to start from scratch.Invasive little b***er that it is. But make sure you have previously downloaded and installed alternative firewall and anti virus first.
I used to have Norton Anti-virus on my PC but got sick of it and switched to Avast which has been hassle free. To remove Norton I first used Add/Remove Programs in the Control Panel and then I downloaded a bit of kit from the Symantec website which removed everything else relating to Norton like the registry entries and such like.
