I don't think you will get one for that price. I bought one for my school (I'm a headteacher LOL) paid about �50 from Comet so the girls could have music outside at lunchtime for dancing. Considering it was plugged into the mains it still just wasn't loud enough unless they stood right next to it. Surely someone who knows about the party has a "boombox" they would lend. You would then only have to buy lots of batteries!!!
If they do - take it to the venue and try it. Remember the sound level will drop when their are people talking.

unfortunately those machines aren't designed for use as a public address system. not only that but small speakers found in cheap portables just don't shift much air (and hence sound) - thats basic physics :-(.
You may be better considering something with detachable speakers for greater volume and bass and these spread the sound more (which means you may not need as much volume =distortion).
considering your budget you will have to go 2nd hand. in the early 90s there were many of those larger beatbox units with detachable speakers around, see if you can find one second hand as theyre lounder and better made than todays weak silver painted stuff!
even if you find one with a broken cd player you can connect your ipod/mp3/ cd walkman through its aux input or thru the cassette deck using an in car cassette adaptor, thus using the boombox's beefy amp!
