setting up forums?

what would be the best way to set up a forum? my local football league has shut down there official forum due to misuse. It was generally a good source of gossip and information so to annoy them i wish to set one up myself which will be totally ungoverned. users must create an account just like this site

you'll need to get hosting from somewhere like web-mania:
http://www.web-mania.com

and then just setup some forums like phpbb:
http://www.phpbb.com/

If you're not overly serious about the forum, there are free suppliers that place ads on the top of the page to pay for the hosting and software.
