time-out message from Outlook Express

Why do I keep getting this message when using Outlook Express? The SMTP server has not responded do I want to wait or stop. Nor matter what I do, it stops but keeps appearing on the screen every so often! How can I correct this problem?

Number of potential causes:

Problem with ISP
Incorrectly configured server details in OE
Crappy AV System
Not connected to the Internet :-)
