What kind of energy consumption is used by a TV (or video) left on stand by, rather than just left switched on or off? And if stand by does use energy, is it simply a con devised between TV manufacturers and electric companies?

Energy consumption can be upto 25% of the full running current of the device. It's used up by the hardware/software involved in receiving signals from the remote control.
