Work offline when im always on ?!

Approx 75% of the time when i first open a webpage i get told that it is not available offline.When i click try again it connects.I am on Broadband so as such am always online.

Why do i keep getting this message and how do i get rid of it ?

Just a guess....
In IE click Tools/Internet Options
Go to the Connections tab
Select "Never dial a connection" (Which is a roundabout way of saying "Always connected")
