Yes, of course there is. Strategy, too. An explanation would be too long to go into here. Suffice it to say that under the 1968 Gaming Law, dominoes, cribbage, and chess are regarded as requiring skill, and are therefore exempted from local authority licencing requirements for 'games of chance'.
