Not being very tech.minded, is it very difficult to add a new category or change some of the existing site material? I wouldn't have thought so - so I am missing something?

Yeah, you're missing something; They don't care what you want. Technical; yes it is easy.
Bet I couldn't do it.
In the context of somebody who knows about web site creation its very simple. Unless of course when the site was originally built it was done so in such away that made it nonscalular (i.e. badly designed), but even then its not difficult just a little more time consuming.

brawburd - We have no plans to perform what would be a relatively large revamp (whatever some people might choose to say) at this stage, but do note and appreciate your comments.
Well if you think it's a major revamp you need to get some new web people in. I've been in the I.T. industry for a number of years and developed extremely complex websites and while this one is pretty involved its far from the most complex of sites. I would imagine the true answer is more likely they paid somebody to do it and any future changes such as adding in new sections would mean getting them back in at a large cost. I have no doubt that building a website like this is a difficult task to start with but once the foundations are there then adding a new section is trivial, if it isn't you need to employee people who know about software scalability.
Just want to add I'm not having a go at Answerbank at all if they don't want a Quiz section thats fine. I just feel given the number of quiz questions lately this site will have a reputation as the place you can ask quiz questions, and trend will get worse, we have already seen it with the Adverts section.

Fair play to you. Yes I must admit that there can be many factors effecting production of websites and other software many of them non-technical. My Mantra has always been "They put a man on the moon, nothing can really be that difficult". I think in answer to the original question the answer is "No its no difficult technically, but there may be other factors". Doesnt mean you I'm letting you off the hook :)

BadBob, I seem to recall offering IT services to AB Editor for free a fair while back - even that got ignored... so cost can't be the only reason. Technically it's trivial: unless the CGI is compiled C and the source code has been withheld by the original programmers as a blackmailing tool, I literally can't think of how I could build such a site without it being scalable, even if I were trying to make my life difficult.
