IMEI Blocked?

Im wanting to buy a phone from ebay because I lost mine when I was drunk.

The bloke who's selling it says that his friend lost it and reported it but later found it.

My friend who used to work for T-Mobile says that the IMEI should have been blocked.

However:

The bloke says any o2 sim card works it in but when a Vodafone sim is put in, it shows but when trying to make a call it says "Call Not Allowed". Does this mean that the IMEI number of the phone has been blocked?
