To open a .exe file, you find the file and double-click on it to open it.
Seeing as it is the same procedure for both types of file, how can one be easier than the other?

Do you mean make it into an mde file ?
About MDE files
If your database contains Microsoft Visual Basic for Applications (VBA) code, saving your Microsoft Access database as an MDE file compiles all modules, removes all editable source code, and compacts the destination database.
Try searching your access help for mde.
