Internet Explorer problems

Why is it that whenever i connect to my broadband, it wont keep my homepage link ? It comes up with 'www.dbsarticles.com' then a page opens called 'million articles' powered by google somewhere, but i cant get rid of it! Each time i save a different homepage as a default it still comes up the same thing each time i connect....its driving me up the wall, how can i get rid of this please ? Also in my 'system tools' i am unable to locate the internet explorer icon......help!
