Anyone else find that the way people talking on mobile phones annoying?

I got a call on my phone earlier and the bloke on the other end wanted to know who he was speaking to by asking "who am I speaking to please?". If he was unsure of the person answerig why couldn't he just have said "Hello is that" and then said the persons name. Grrr....Was the wrong number after all that time wasting.
