Is it possible to add voice & / or music to a home video - What would I need?

Windows' Movie Maker can do this for you. I'm assuming that it's Windows that you're using and I'm also assuming that if you don't already have the movie in a digital format then you can convert it. If you want to do this with a movie on a tape then it's a different kettle of fish.
