scroll bar 'sticks' ...?

I have a new laptop (vista) and sometimes when i am scrolling, and little grey box appears and the scroll bar moves when i move the mouse anywhere until i click again.
this irritates me and i'd like to turn this off - can anyone tell me how?
i've looked around and can't seem to find anything that relates to this.

go to tools - internet options - advanced.
underneath the browsing section, just uncheck the option for 'smooth scrolling'.
that should do the trick. :)
