Problem with Outlook Express

I recently had to reload Windows 98 from DOS mode. While I was at it, I downloaded the Outlook Express update from Microsoft's website. Now, every time I start my computer, I have two problems: (1) I get an error message saying "Outlook Express could not be started because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly; (2) none of the programs that used to automoatically start up (like my firewall and virus scan) do so when I start my computer or go online. Any thoughts?
