it can from something you downloaded from the internet, that requires connection to the internet in order for you to use it e.g kazaa. go to your control panel and look for it there. you should find it and be able to delete it.
continued... when you go on the internet you often get 'popups'which can download something on to your desktop. you can get software to stop them from popping up when you go on the net.
Have you tried simply changing your desktop wallpaper in Display Properties?

tried all that wont get rid of it
try going to the folder your wallpaper files are stored in and deleting it there--1st u need to get the name of the file--rt click destop choose properties and go to--depending what ur os is--for xp click on desktop and u will see the name of the current desktop image file--for win98 i think it is the background tab u choose--once u have the name in xp go to C:\windows\web\wallpaper find the file and delete it--for win98 i think it is just in ur windows folder--in each case it will be a bmp file--bitmap image--but it may reinstall itself at ur next boot up cos there is probably an instruction to do so in ur registry--also u could download lavasoft adaware--bit like spybot but often it will find and delete stuff spybot doesn't--and vice versa i might add--failing all that find all ref's to the file in ur registry and delete them
