What are the marks on my TV screen?

Whilst watching the 6 o'clock news on TV, I have noticed that during the weather forecast, a small icon appears on the left side of the screen and the picture flicks. What is this icon, what does it do and who does it?

What channel.

If it was a commercial station these could be timing markers for the beginning of the adverts
there is something in the back of my head .... can't remember the exact details - but rich isn't too far off

I think it's actually data added into the transmission - either before the end of a local segment of a national transmission - or as dick says just before the adverts which are also local.
