Ebay- make a claim

Hiya,
I have paid for an item from ebay and it has not arrived, since then the seller as gone (no longer registered).
Whats the best way to make a claim?...Do i claim with Ebay or PayPal?

Log into your PAYPAL account(if that is how you paid) and look for the dispute console,open a dispute for non recieved item. Don't count on getting your money back though because if PAYPAL find in your favour they may not be able to recover money from the seller to refund to you,its happened that way to me twice now.
