Does anybody have any idea of the title of this song please?

The song sound like a typical synth heavy prog rock ditty and some of the lyrics i caught were as follows...

"I can see sadness, I can see joy - between the two i am torn".

I also heard the line

"I can hardly imagine the sadness the city has seen"
